The labour Consultant is a free lance professional with expertise in work relations matters, at the service of the State, companies and employees, as well as independent workers, for the full observance of the law pertaining to retribution, contribution, taxation, insurance and social security, hygiene, health, safety and privacy issues. The Labour Consultant activity is strategically positioned in between Companies, State Institutions and Workers.

The Labour Consultant supports small and medium-size companies. He specializes in managing work relations. He is a professional in the judicial-economic field who promotes the development of the company’s economic processes and human resources management. The Labour Consultant activity is strategically positioned in between Companies, State Institutions and Workers The National Council of the Order The offices of the National Council of the Labour Consultants Order are located in Rome; the Council is managed by the National President.

It is made up of 15 members that are elected by the representatives of 103 Provincial Councils. As a growing organization representing the trade that watches over the normal operation of the Provincial Councils, it coordinates and promotes their activities in order to encourage any initiative aimed at the professional growth and improvement of its associates, which are necessary activities for their professional performance. It also is the organization designated to make decisions pertaining to any administrative claim filed by parties involved against the Provincial Councils work. It edits the magazine “Il Consulente del Lavoro” (The Labour Consultant), the trade publication, in cooperation with the Social Security organization.

The Labour Consultant is a life companion for the worker: he follows him since the time of professional training through employment, updating, management of the work relationship until the possible re-employment in the occupational market. PROVINCIAL COUNCILS
The 103 Provincial Councils are the area points of reference for the activities of the single labour consultants; they arte made up of a variable number of associates in accordance with the number of members on the Register. They guarantee a normal and complete performance of the order’s usual procedures at the local level.

The Social Security Organization
ENPACL (Labour Consultants’ National Social Security and Assistance Entity)
was instituted by law n. 1100 of November 23, 1971, with the objective of providing and managing social security services and assistance for associates and their families; in accordance with legislative decree June 30, 1994, n. 509, it subsequently transformed its legal description to become a private entity of an associative type. The organization is managed by a President and by a Board of Directors elected by delegates from the Provinces and it is constituted by six units: the Institutional Social Security Service, the Staff management department, the Surveillance and Legal department, Human and material Resources, Information Technology, and Administrative department. Its principal source of financing for the performance of its activities is the subjective and complementary contribution required of associates. In the month of February 1999, ENPACL was the first social security organization to obtain a quality certification in accordance with the ISO norms.

FONDAZIONE STUDI (Study Foundation)
The Study Foundation was instituted by the National Council and it is managed by a specific Board of Directors; it represents the Trade’s cultural reference organization. Its numerous and prestigious tasks are performed with the support of Labour Consultants, other expert professionals and representatives from the academic and cultural world:
► prepare researches, reports, studies, in depth analyses pertaining to the subjects related to the Profession;
► provide answers to queries or interpretation doubts;
► monitor the normative and legislative activity;
► write interpretation principles about the law;
► develop criteria and training sessions for the associates;
► manage the trade portal (wvw.consulentidellavoro.it): an instrument providing information, services and discussions available to Labour Consultants; manage its own portal (www.fondazionestudicdl.it): a specific means to circulate the achievements of the Foundation.

LABOUR CONSULTANTS FOUNDATION
Balance in intermediation - The Labour Consultants Foundation.
Established by Legislative Decree n. 276 of September 10, 2003 (enforcement of the Law - proxy 30/2003 for the labour market reform), it is the organization that gives substance to an important recognition that the Legislator granted to the trade: Labour Consultants, in fact, were the only professionals that were granted by law a special authorization regime to perform intermediation activities between labour offer and demand. In accordance with the law, said qualification also extends to a prestigious range of related activities: from personnel research to its selection; from training to re-employment. All Labour Consultants may, therefore, carry out said activities at their professional offices, operating as delegates of the Foundation instituted by the National Council of the Order, with offices in Rome and managed by the Board of Directors whose President , according to statutes, is the temporary President of the same National Council.
