LABOUR CONSULTANTS

Labour Consultants in Italy are widespread throughout the national territory. They are organized in Provincial Councils that report to a National Council: their professional activity is regulated by Law 11 January 1979, n. 12, which instituted the Labour Consultants Order. We may define Labour Consultants as technical and social operators, with a strong judicial-economic connotation. Since 1979, the year in which the Order was created, the trade has significantly evolved based on the changes in society and in the work environment: Labour Consultants are particularly involved with small and medium-size companies and they have strongly contributed to the development of corporate processes and to the ideal management of human resources, positioning themselves at the centre of a virtual triangle that connects companies, workers and state institutions.

In addition, they play a central role in the culture of legality and the guarantee of public faith. As experts in retribution and contribution techniques and thanks to the functions granted to them by law and through the natural evolution of their experience and training on the field, Labour Consultants have made a name for themselves in activities connected to accounting, tax regulation and corporate economy. They gradually have increased the range of interventions in favour of companies, thereby achieving recognition as true external managers, especially in small-size companies. The need to guarantee to public economy an interface between the requirements of the company and the ones of workers, as well as the possibility to combine economies of scale, quality of products and services and the protection of workers’ rights, has rendered the know how of labour consultants increasingly necessary and socially useful; they have come closer to the legislative circles regarding work to the point they are directly involved, through the most recent labour norms (the so-called “Biagi reform”) in the processes to favour a meeting between the labour offer and demand.

In summary, the professional expertise that the Trade can offer today to the labour environment and market may be identified in the following fields:

- Management of all the contractual issues regarding the establishment of work relations;
- Care for all the retribution, social security, insurance, taxation and social requirements in the relationship between the company and its employees and collaborators;
- Bookkeeping and fiscal and tax regulation assistance;
- Corporate management: analysis, constitution and production plans, management control and cost analysis, assistance in the definition of company quality systems;
- Human ressources management;
- Consulting and assistance in the mandatory corporate relationships, whether typical or atypical: contracts, agreements, contract work, etc.;
- Assistance in the event of a tax case in dealing with the Financial Administration committees and offices;
- Assistance and company representation in non-judicial disputes;
- Assistance and representation in case of lawsuits involving social security, insurance and work inspection Institutes;
- Personnel research, selection, training, employment and re-employment;
- Safety, health, prevention and privacy in the work environment;
- Technical consulting in hearings, whether state appointed or on behalf on a party.
